Enclosures With Application Form:

1. Caste Certificate if any issued to family members. (NOTE: If any of your family members prior to this didn’t had any caste certificate you must produce Community Certificate. Community Certificate is something which is given at Temple, Church, Mosque, Gurdwara or your religious place to prove that you are of a particular caste and religion. You can contact managing community of that religious place they will hand you out a letter with letter head which is signed and stamped.)# Mandatory

2. SSC marks memo or DOB extract or Transfer certificate # Any one of them

3. 1 TO 10th study certificate or DOB certificates issued by Municipality/Gram Panchayath # Any one of them

4. Ration Card/EPIC Card /AADHAR CARD # Any one of them

5. Schedule I to IV # Mandatory for SC/ST applicants

6. Affidavit with Notary on Rs 10- Bond Paper # (NOTE: It is something which is must. This should cost you around 200 ₹/- at a lawyer. I applied it near a meeseva at Mandal Revenue Office, Serilingampally. That meeseva center also had notary papers. Ask meeseva operator for Notary Paper) Mandatory

Get Xerox copy of  above 2,3,4. You must attest original Community Certificate, Affidavit and get to nearest Meeseva Center.

 

How to get Caste Certificate through Meeseva :

Getting Meeseva certificate is a pretty complex process if none of your family members have a caste certificate. If any of your family members have a caste certificate, it will be easy as you probably belong to same caste as that of your family member. Incase a certificate is already issued earlier, a copy of the Certificate need to be attached along with the application. Based on the documents attached the required Certificate is issued to the applicant in 2-3 days. There is no need for verification other than this. Where doubts arise, incase of BC certificates and converted Christian, an affidavit from the applicant is required to issue the Certificate. There will be delay in issuing a certificate in case of doubts. An integrated birth, caste and nativity certificate is being issued to applicants in the State, which is very useful to the people for all purposes.

 

Applying At Meeseva Center:

 

Get to the nearest Meeseva center and provide all the above enclosures to the operator. He will go through above enclosures to make sure you have sufficient documentation to prove you belong to a certain community. He will apply online and fill all the fields as you mentioned in application form (Note: Make sure you’ve written Name, Fathers Name, Date Of Birth, Address, Phone Number correctly). After he fills up application online, once check the details he typed. Meeseva opertators often tend to mistype something so, make sure you check out application form once he types in. He will then attach scanned copies of above enclosures and upload them online. Finally, He submits application and hands out the receipt to you. This will cost you around 50₹/- at the minimum. Though the original cost is around 35₹/-, Operators will ask you a bit more for scanning all the papers.The receipt has Transaction ID and Application Number. Donot throw it any where. It is essential till the time you get your certificate. As the receipt states, It takes normally 30 days to get the certificate. If you have need it urgently go to nearest Mandal Revenue Office with above all enclosures and request them stating the reason and follow below process. (NOTE: Write your Application Number And Transaction ID as given on Meeseva Receipt  Over Application Form.) 

I Personally recommend everyone to go to Mandal Revenue Office because, Assistants,Junior Assistants,RI’s there in the office do not have personal individual computers to look into scanned documents you submitted through Meeseva. Those scanned documents are saved over a state level data center for future purposes. Last time when i went there , there was a single computer with an operator there So, Go through traditional process. No matter how technological advanced govt. things become, People there dont seem adapt to new things. Govt. also has to be blamed for not providing individual PC’s. When they planned on making these sort of things online they must also provide enough technical and hardware stuff to respective offices.***)

 

Visit Your Mandal Revenue Office:

After going inside Mandal Revenue Office, Find Caste Certificates section . First of all request and state your reason. If he/she accepts it, hand out above enclosures and the assistant checks everything and then writes something over your application form stating that the documentation you provided is true. Your work is now done.

BEHIND THE PROCESS THINGS:

After the assistant writes something over your application form. It is forwarded to Junior Assistant and then to RI. Revenue inspector verifies and certifies the applicant and these enclosures will be enclosed along with the application and submits it in MRO Office. The MRO also signs it and forwards it to computer operator. The computer operator then types in your application number you provided, accepts it and digitally signs with M.R.O Signature.

How To Know Whether Your Application Has Been Accepted or Not:

You will receive an SMS over to the mobile number you’ve provided in Application Form stating whether your application has been accepted or rejected. You can also visit www.meeseva.gov.in and type in transaction ID to get application status.

What to do if Application is not accepted within specified time:

If your application has not been accepted within 30 days(Which is Service Level Agreement {S.L.A} for Caste Certificare), Call 1100 and lodge a complaint stating details. He will then hand you out complaint number. Your matter will be resolved with in 7 days of time.

Officers competent to issue Caste/Tribe certificates a part from Mandal Revenue Officer (MRO):

i. District Magistrate/Additional District Magistrate/ Collector /Deputy Commissioner/ Additional Deputy Commissioner/Deputy Collector/Ist Class Stipendiary Magistrate/City Magistrate/Sub-Divisional Magistrate/Taluka Magistrate/Executive Magistrate/Extra Assistant Commissioner.
ii. Chief Presidency Magistrate/Additional Chief Presidency Magistrate/Presidency Magistrate.
iii. Revenue Officers not below the rank of Tehsildar.
iv. Sub-Divisional Officer of the area where the candidate and/or his family normally reside(s).
v. Administrator/Secretary to Administrator/Development Officer (Lakshdweep island).
